Here's a picture of my oil filter tool for my 2K FLHTCI. 

I started with a standard, short, end cap wrench that I bought at
my Genuine HD dealer. I think it was from Drag Specialties and it
was under $8. I have been unable to find the right size at
auto-parts stores.

I made two hole using my dremel tool and several cutoff wheels.
The wheels last just about 1 cut and each hole required 3 cuts.
While it is only necessary to make one hole to get the filter off,
I made a second hole 90 degrees from the first, allowing me to
tighten the filter 3/4 turn with the same wrench.

I have absolutely no fabrication experience, so any fool can make
this tool.
